Credit-based Funding Project

In preparation for the Implementation of NICATS by September 2002, The Department for Employment and Learning (DEL) has recently asked NICATS (February 2001) to commission research and frame recommendations on the funding implications of a unitised curriculum for both the further and higher education sectors.

DEL has indicated that the research should examine:

existing funding practices in Further & Higher Education;
jurisdictions where credit based funding (CBF) is in place or under active consideration;
existing and proposed relevant funding methodologies, their implications and possible outcomes; and
the suitability in terms of functionality and capacity of existing Management Information Systems (MIS) proposals for Further Education.

As a part of this process detailed research will be necessary into the capacity of institutions to account for, capture and track information on students at modular or unit level. DEL has suggested that exploration be made of the prospects for establishing joint ventures and inter-institutional collaborative projects for the common development of MIS systems attuned to modularisation and unitisation. DEL has asked that this research is completed by November 2001.

Establishment and membership of the Project Management Group

In order to oversee the management of the proposed project a Credit-based Funding Project Management Group which is a sub-committee of the NICATS Implementation Committee has been established.
